Penny Philpott

“My passion lies in the arts and my ambition is to establish the Northern Beaches as the cultural hub of Sydney.”   – Penny Philpott

This is David's first experience as a candidate for Councillor on the Northern Beaches Council as part of the Your Northern Beaches Independent Team.

​

He brings a vast wealth of experience to the team with decades of community service on the Northern Beaches and over 35 years in the Construction Industry in project and senior management level roles.

 

He has lived on the Northern Beaches for over 50 years, growing up in North Balgowlah. He now lives with his wife Janell and their two adult sons Oscar and Sam in Allambie Heights.

Employed in the Construction Industry for over 35 years including stints self-employed, he has worked in Architectural firms, Tier 1 Real Estate and Construction firms as well as major subcontractors in various roles in design management, procurement, business development and project management on major projects around Australia.


Currently a Director at North Steyne SLSC for the last 10 years responsible for Marketing, Grants and Fundraising. He is also a Patrol Captain and the founder and facilitator of the Ripper Nipper Special Needs program developed with Aspect which has been adopted as the SLSA Inclusive Beaches program nationally.


David is also part of the dedicated Lions Club of Manly team where he serves the community directly through Lions Initiatives and in support of local community groups including One Meal, Community Northern Beaches, Lifeline Northern Beaches, Northern Beaches Women's Shelter, Scouts and other Charity Groups.

He has received a long list of awards as a result of his community activities. 

 

  • Awarded the Surf Lifesaving Sydney Northern Beaches Volunteer of the Year Award in 2017 and 2018

  • The 10 Year SLSA National Service Medal in 2020

  • Lions Club International - Melvin Jones Fellowship Award 2023

  • NSW Volunteer of the Year Sydney North 2017

  • Northern Beaches Council Australia Day Awards 2018 Outstanding Community Service

  • Autism Spectrum National Awards David Foster Volunteer Award 2014


David will use this opportunity to advocate for;

 

  • Refurbishments and upgrades of the North Steyne SLSC;

  • Promoting the clean-up of the inflows into Queenscliff lagoon during stormwater surges to ensure that they do not contain sewerage and waste;

  • Keeping local neighbourhood streets and reduce outside traffic in local neighbourhood zones;

  • Work on the need for solutions to trailer parking and support charity and community group trailer and craft parking opportunities.

​Immediate areas of focus:

​

  • Ensure community buildings, fields, parks and playgrounds have modern facilities accessible for all.
     

  • Promote the refurbishment of the 90-year-old North Steyne SLSC Pavilion with safe modern facilities for lifesavers, local community groups and beachgoers.
     

  • Protect our waterways and beaches from storm pollution preventing water and sewerage inflows.
     

  • Support community and volunteer groups to engage with their networks and enhance cohesion in our local area.
