MANLY TOWN CENTRE IMPROVEMENTS AND UPGRADES


Manly Wharf

Council at its meeting on 24 October 2017 resolved to seek a report on options to improve and upgrade Manly Corso and nearby precincts including Manly Wharf. Measures to improve and upgrade the ambience and general look of Manly rely on a robust strategic vision that engages the wider community of stakeholders. The Manly2015 Masterplan remains the relevant strategic vision, notwithstanding the termination of certain key elements (Manly Oval Carpark and the Whistler Street Carpark redevelopment). In responding to issues raised in Council’s Resolution 137/17 (item 10.2 Notice of Motion 02/2017 – Manly Corso Upgrades), this report refers to the broader strategic vision contained in the Manly 2015 Masterplan. Recommended options seek to progress a strategic policy framework for improvements and upgrades to build on Manly’s reputation as an internationally renowned tourist destination and strategic centre. The importance of community and agency (NSW and Federal) engagement is recognised in order to achieve the best outcomes. Specific improvements and upgrades associated with waste management and cleansing, Manly Wharf upgrades (shelter and toilets), abandoned bikes and general maintenance (water stations) are also discussed in accordance with Council’s resolution.

That:

A. Council notes the actions reported regarding: a. cleaning and maintenance in The Corso and surrounds b. current and proposed community engagement in Manly.

B. Council notes the opportunities reported including options for review of Manly 2015 including:

a. further ongoing opportunities for Laneway Activation projects

b. a review of key sites where laneway activation has occurred to identify issues, including the management of conflicts with utility services, and in particular problems associated with waste storage near alfresco dining areas

c. investigation into elements of the Masterplan involving Beach Terrace Grand Boulevard (Belgrave Street)

d. and the wider Manly Cove precinct comprising Manly Wharf, Manly Aquarium, Manly Pavilion, Manly Art Gallery and Museum and various foreshore Clubs and boating facilities and services.
